Keep Quantum Ops panel active on last opened Halo ticket

Quantum Ops should stay active on the most recently opened Halo ticket even when switching to other tabs or tools such as NinjaOne or CIPP, instead of going blank or resetting. The panel should keep showing the active ticket's info, plan, and Qubit chat so the plan can be checked and the chat continued while working the ticket elsewhere. Going back to the same ticket in Halo should pick up where it left off instead of reloading, which should also cut loading times. A future option like "Switch to another ticket?" could allow typing a ticket number to override the active one.
